Position Title: Refinery Area Maintenance Manager- Hydro Processing Reports to: GM-Operations Residential or Rotational: Residential Staff or Temp: Staff Location: Muscat/Site Job Purpose Set Up the Refinery maintenance planning function, and develop maintenance planning procedures, business processes and work flows; Develop Services Contracts Strategy, Execution Plans, and Scope of Works; Contribute to the development of the Refinery Maintenance Management system; Coordinate with Third Party Services Providers and ensure that the Refinery maintenance and turnarounds plans are well communicated; Ensure that The Refinery working capital is optimized and managed efficiently; and Develop the planning and service department budget, and monitor expenditures against the approved budget. Reporting Structure Number of Staff Supervised Direct Reports: Eight (8) Total: One Hundred Three (103) Key Responsibilities Develop the Refinery maintenance planning procedures, work processes, work flows, and set out key performances indices. Develop maintenance planning and contract call in services business processes for the Enterprise Resource Planning System. Coordinate with the Enterprise Resource Planning System Consultant to develop the ERP configuration. Lead the development of the operation & maintenance staff training on maintenance planning, and work orders. Develop and conduct training courses to the Refinery management team on managing planning, and contract services work processes. Perform audits to the maintenance planning and contract services call in services businesses processes, report findings and develop corrective actions plan on low efficiency areas. Lead EPC Contractors staff on the development of the Assets Register, and upload the data to the Refinery ERP System. Develop the planning and contract services organization staff roles, responsibilities, and job descriptions. Develop training program to the department staff, on the basis of their job competencies matrix. Provide input to the Refinery Risk Management System, develop mitigation measures, and monitor and follow up implementation. Develop Maintenance Services Contracts Strategy, considering in-country value, and site community. Prepare the Maintenance Services Contracts Execution Plan. Lead the development of the Maintenance Services Contracts Scope of Works, and Invitation to Tenders documents. Coordinate with Supply Chain Function, Contracts Department, in management of the Maintenance Services Contracts Tenders, Technical & Un-Priced Commercial Evaluation, Commercial Evaluation, and prepare the recommendation of award. Establish Services Contracts invoices evaluation work process, work flow, and set clear demarcation of responsibilities between departments. Monitor Services Contracts expenditures versus awarded contracts, and approved budget. Identify synergy with Third Party Services Providers and areas of coordination that optimize the Refinery working capital. Develop coordination procedures, communication protocols, and responsibilities matrixes with Third Party Outsourcing Services Providers. Develop the planning and service department budget, and monitor expenditures against the approved budget. Ensure that The Refinery working capital is optimized and managed efficiently. Work with the Plant Availability department managers to ensure that the requirements of the Refinery operations, productions centers, are met, and the Refinery availability & reliability targets are achieved as set out in the Refinery Business Plan. Issue weekly, and monthly look ahead maintenance plans to the Refinery operation, and maintenance department managers. Assist Plant Availability Departments to analyze work activities and process, develop, implement and make the necessary adjustments to the existing Preventive Maintenance programs and schedules and improvement to strategies for effective resource management. Provide examples and cost benefits/savings where required to satisfy the Refinery target performance and Business Plan. Prepare monthly Cost Reports on Refinery production centers, and Refinery. Monitor Maintenance and Contract Services Costs Trend, and prepare adhoc report to the Refinery Management Team. Participate in detailed Engineering Design and process safety reviews. Manage the Refinery Turnaround planning, development of the Contract Strategy, and the Execution Plan. Mange the development of the Refinery Turnaround Scope of Works, Tender Documents, Technical Tenders Evaluation, Clarifications, Interviews to Key Personnel, and prepare Technical Evaluation Report. Work Environment Generally working in Refinery Site. Initial will work in office environment, EPC Contractor Home Office, or Refinery office. Occasional travel within and outside the region. Communication Internal: Liaise with the Refinery senior managers, department managers, subordinates and stakeholders for day to day work. External: Liaise with EPC Contractors and Integrated Project Management Team. Coordinate with Third Party Services Providers (CUC, DPTC, OGC, and OTTCO). Liaise with Refinery Adjacencies, and Shareholders Operation Companies. Manage Maintenance Services Contractors. Qualifications, Experience & Skills Eligibility Criteria: BS in Mechanical Engineering, or Equivalent. Minimum Experience: Minimum 15 years’ experience in Planning and Maintenance Services in Refinery, and/or Petrochemicals (Downstream Industry). Out of the above 15 years, 5 years minimum as Maintenance Planning Manager. Hands on experience in Enterprise Resource Planning (SAP, or ORACLE), and Centralized Maintenance Management System. Bi-lingual Arabic/English is preferred. Knowledge, Skills & Attributes: Detailed knowledge of Maintenance Planning in Refinery, and/or Petrochemicals. Strong computer literacy in MS Office programs (i.e. Word, Excel, and Access). Sound analytical skills, and utilize systematic approach in problem solving. Strong leadership and team building skills.
